Men hit with federal charges after East Bay child exploitation stings

OAKLAND — Two men are facing federal charges over conversations they allegedly had with undercover police over their lewd interest in minors, court records show.

In Sacramento, federal prosecutors have charged 29-year-old Anthony Mozingo, of Elk Grove, with attempted enticement of a minor. In Oakland, prosecutors have charged 34-year-old Erik Contreras with possession of child pornography.

The cases are from separate undercover investigations. In Mozingo’s case, police in Brentwood posed as a 13-year-old girl and talked to Mozingo on a chat application, according to the criminal complaint. In Contreras’ case, an officer posed as a person interested in child pornography, authorities said.

Mozingo allegedly told the purported girl, “your (sic) hot for 13” and that he wanted to “teach” her sexual things, before describing them in detail. After showing up in Brentwood to meet the girl and being arrested, he allegedly admitted he intended to sexually abuse her, the criminal complaint said.

Mozingo also allegedly told the officer “he had previously had sex with a 15-year-old,” the complaint alleges.

Contreras allegedly sent the undercover officer a picture of his wife, a 4-year-old girl, and another woman, and said the two women were “high” at the time, and that he watched them bathing. A search of his laptop yielded “554 image files and 771 video files that were consistent with child pornography,” the complaint alleges, including one particularly horrifying video of an infant being hung upside-down and sexually abused.

Contreras was ordered released from jail at his first appearance in front of U.S. Magistrate Judge Donna Ryu. At Mozingo’s first court appearance, Chief U.S. Magistrate Judge Carolyn Delaney ordered Mozingo detained while the case is pending, court records show.
