Vallejo: Suspect in massive 120 terabyte child porn bust was previously convicted in Contra Costa

VALLEJO — A Vallejo man who was recently arrested on suspicion of possessing thousands of hours worth of child sexual abuse material is on probation for a similar case in Contra Costa, according to police and court records.

The suspect, 48-year-old Frank Dean Hurtado, was arrested Feb. 20 at the trailer where he lives on the 200 block of Lincoln Road in Vallejo. He was briefly held in Solano County Jail, and is next due in court March 7 to face a probation violation charge that stemmed from an 2024 arrest, but has been released from jail, records show.

Hurtado was charged in 2023 with a felony for possessing more than 600 child pornography files in Contra Costa, court records show. He pleaded no contest later that year and was sentenced to 180 days in a work alternative program, avoiding a jail sentence, as well as a two-year probation term scheduled to expire in May.

The Contra Costa case was initiated when federal authorities noticed suspicious activity on one of Hurtado’s electronic devices and notified local authorities. Hurtado was living in Contra Costa at the time but moved to Vallejo in 2024, according to court records.

In addition to 120 terabytes of child pornography — enough memory for more than 14,000 hours of high definition video — Hurtado was allegedly found in possession of “hacking” materials, authorities said.

The nature of Hurtado’s 2024 arrest is unclear. A court log says it was simply on suspicion of “probation violation” and that he was later released on $25,000 bond. Authorities say they are still investigating Hurtado in connection with the Feb. 20 arrest and expect to present a case to either the District Attorney or federal prosecutors once the casework is finished.
