Man charged in Hayward traffic death

HAYWARD — A 36-year-old man has been arrested and charged in the February death of a woman who was killed when she was struck by the suspect’s vehicle as she was crossing a street, according to authorities and court records.

Kelvin Leovander, who not a resident of the city, is charged with vehicular manslaughter with gross negligence and leaving the scene of an accident that caused a death.

A search of jail records Friday morning did not show him in custody.

The collision, which happened about 7:53 a.m. Feb. 10 near the intersection of Tennyson Road and Calaroga Avenue, killed Lydia Guerra, 26, of Hayward. She was found unresponsive and was taken to a hospital, where she later died.

According to police, Leovander was detained at the scene and later placed on a mental health hold at a hospital. Once released from the hospital he was arrested but was again released pending further investigation, authorities said.

Police said officers conducted a comprehensive investigation, which included collecting and analyzing evidence, conducting scene reconstruction, and vehicle dynamic evaluations. After the necessary followup was conducted, a warrant was issued for Leovander’s arrest, charging him with the two crimes.

Police learned Leovander had left the state but was scheduled to return to Oakland on April 4th. In collaboration with Alameda County Sheriff’s Office, Leovander was arrested at Oakland International Airport.

Anyone with information regarding this collision, Hayward’s second traffic related fatality of the year, is asked to contact the police traffic bureau at 510-293-7001.
