The confrontation took place in the parking lot of the Concord Immigration Court on Gateway Boulevard, where witnesses said four people were detained by federal authorities.

Authorities said they suspect they woman also took a badge from an FBI special agent. They said she was wearing a black hoodie but had no other details.

The FBI asked anyone with information to contact them at 1-800-225-5324 or its San Francisco office at 415-553-7400. Anonymous tips can be left at tips.fbi.gov.
