Antioch Police Oversight Commission member resigns

ANTIOCH – Treva Hadden, a member of the Antioch Police Oversight Commission, submitted her immediate resignation, citing “limitations” that prevented her from fully contributing to the body’s mission.

Recommended for removal by her fellow commissioners due to “unexcused absences,” Hadden emailed her resignation letter, dated Aug. 17, to the City Clerk’s office on Aug. 19.

The resignation follows a commission vote of 6-0 on Aug. 18 to remove Hadden for having missed more than three meetings within the past 12 months without an excuse.

In her email obtained by this news organization, Hadden said her resignation was “effective immediately” as she felt she was “unable to contribute to the level” she had intended to.

Hadden, an ethics investigator with the city of Oakland, said she had hoped “to make meaningful contributions to the Commission’s success” with her extensive background in law enforcement.

“Unfortunately, the limitations placed on me by the Chair have prevented me from fully applying my knowledge, skills, and expertise in ways that would benefit both the Commission and the community we serve,” said Hadden in the email. “As a result, I do not feel I am able to contribute at the level I had intended, and I believe it is best for me to step aside.”

Hadden added that she will remain supportive of the commission’s mission and commitment to transparency and accountability.

“I wish you continued success in this important work,” noted Hadden.

Appointed by the Antioch City Council in February 2024 to a three-year term, Hadden did not elaborate on the “limitations” allegedly placed by the chairperson, Porshe Taylor.

Attempts to reach Hadden for further clarification were unsuccessful as she did not respond to a request for comment as of press time Monday.

Taylor said she had personally reached out to Hadden several times in the past but was unsuccessful.

“As I mentioned on the dais, the process was handled with care. I personally reached out to Commissioner Hadden several times to ensure she remained included in the work APOC has done and will continue to do,” Taylor told this news organization. “All commissioners were saddened to have to submit the recommendation.”

Taylor previously told fellow commissioners that the commission was being “careful about setting precedents” and wanted Hadden to be given a fair and due process.

Former Mayor Lamar Hernandez-Thorpe established the oversight commission in 2021 as part of a proposed reform measure in response to FBI investigations of the Antioch Police Department.

Initially, the City Council had voted to appoint itself as an interim independent oversight committee. A year later, a civilian-led commission made up of residents was created.

In February 2024, the City Council officially appointed seven residents to serve on the commission.

The commission plays a pivotal part in ensuring police oversight under a memorandum of understanding between Antioch and the U.S Department of Justice.

The agreement requires at least five out of seven members to serve continuously for two years to fulfill mandated reforms.
